Recently, the Office of the Coordinating Leadership Group for the Reform of the Construction of the Industrial Workforce in the New Era of Yunnan Province issued the "Notice on Selecting and Establishing the Third Batch of Provincial Pilot Units for the Reform of the Construction of the Industrial Workforce." Five units in Yunnan Province were identified as comprehensive pilot units, including Guotai Metals Co., Ltd., which was selected as a demonstration-type private enterprise comprehensive pilot unit. This is another provincial honor following the Yunnan Provincial May Day Labor Medal and the National Worker Vanguard earlier this year.

In recent years, the company has improved various safeguard systems, continuously enhanced the skill level and comprehensive quality of employees, effectively safeguarded legitimate rights and interests, and created a stronger era of pride in labor, the value of skills, and the greatness of creation. This has resulted in the creation of an industrial workforce with ideals, beliefs, technical knowledge, innovation, and a willingness to take on responsibilities and make contributions.

(I) Focus on the main line of reform and strengthen ideological and political guidance. First, strengthen party building guidance and improve political status. The company always adheres to party building guidance, comprehensively promotes the reform of the construction of the industrial workforce, establishes a leading group for the reform of the construction of the industrial workforce with the general manager as the group leader, formulates implementation plans, and builds a work pattern where the party, government, and labor unions perform their respective duties, cooperate closely, and work together to promote industrial reform. We will increase the promotion of outstanding frontline workers, ensure that there are party members in each team, and party members serve as the backbone. We actively recommend employees with strong political quality and good comprehensive quality as representatives of the staff, team leaders, workshop directors, party representatives at various levels, people's congress representatives, and political advisors. We organize and carry out various party and union activities such as corporate culture, party history learning activities, "employee sports meetings," "reading competitions," "Lantern Festival evenings," and "red classic reading activities." Second, strengthen trade union organizations and safeguard employees' rights and interests. We carefully implement modern enterprise systems and democratic management systems, adhere to the implementation of the workers' congress system, safeguard employees' participation rights, and legally safeguard employees' democratic political rights. We standardize labor employment and social management, sign labor contracts with all employees, and provide five social insurances and one housing fund for employees, thus ensuring their rights and welfare from the source.

(II) Focus on the key points of reform and carry out innovation and efficiency improvement in depth. First, strengthen skill training and improve the quality of employees. The company has formulated an employee training system, established an employee training institute responsible for carrying out various training programs, and striven for external employee training funds. We have strengthened the "mentor-apprentice" assistance mechanism, formulated the company's "Implementation Measures for the Mentor-Apprentice Activity," established a mentor database, signed "mentor-apprentice" agreements, and implemented a system of rewarding and punishing mentors and apprentices together. We continue to carry out training programs to improve employees' cultural and technical skills, distribute rewards for employee quality training and learning, strengthen skill competitions, organize skill competitions such as fitters, electricians, and instrumentation workers, organize "green manufacturing" labor competitions, formulate special management measures for emergency drills, and carry out monthly emergency drills and emergency rescue training. Second, we focus on selecting and promoting typical examples and encourage innovation and efficiency improvement. We carefully carry out the evaluation and commendation of outstanding employees such as labor models, advanced producers (workers), innovative developers, new talent growth awards, and outstanding female employees who "are not inferior to men," striving to create a good atmosphere of learning from and catching up with advanced individuals. We reward employees for skill innovation, persist in carrying out activities to encourage employees' rationalization proposals, and establish a reward mechanism for employee innovation.

(III) Focus on the direction of reform to stimulate the vitality of team building. Firstly, adhere to the employee-centered principle and create a "Longbai Model". By reforming the personnel management system and compensation incentive methods, measures such as improving the selection, appointment, treatment, commendation and reward system for high-skilled talents will be implemented. Secondly, unblock the "promotion" channels to give employees "hope for advancement". Through the "Professional Technical Channel Management System", "Internal Evaluation and Appointment Management Measures for Skill Titles", "Reserve Cadre Management System" and other systems, we will break down the identity barriers of industrial workers, overcome the identity barriers between management and engineering technology positions, and production operation positions, and unblock the career development channels for industrial workers. Thirdly, strengthen care and concern to unite efforts. We will implement the "warm-hearted project" well, solidly implement the "care for employees" action, and achieve full coverage and implementation of visits and consolations during legal holidays, employees' birthdays, and illnesses. We will also carry out activities such as sending coolness in summer and warmth in winter to continuously convey organizational warmth. Fourthly, strengthen material security to enhance employees' self-confidence. We will continuously upgrade facilities such as employee canteens, employee homes, basketball courts, badminton courts, fitness rooms, employee welfare supermarkets, and commuter buses to fully meet employees' living and cultural and sports needs. We will continue to strengthen the greening and lighting work of the company to continuously improve the working and living environment for employees.
